Acceptance Public Notice — Zhiye

   Ningbo Zhiye Mechanical Components Co., Ltd. Annual Output of 2,800 Tons of Mechanical Parts Renovation Project (Phase I)  

   Public Notice on Completion Environmental Protection Acceptance  

         In accordance with the relevant provisions on the completion environmental protection acceptance procedures for construction projects, the completion environmental protection acceptance of the Annual Output of 2,800 Tons of Mechanical Parts Renovation Project (Phase I) by Ningbo Zhiye Mechanical Components Co., Ltd. is hereby publicly announced as follows:        
          Project Name          : Ningbo Zhiye Mechanical Components Co., Ltd. Annual Output of 2,800 Tons of Mechanical Parts Renovation Project (Phase I)      

   Construction Entity    : Ningbo Zhiye Mechanical Components Co., Ltd.  

   Project Location    : Xiachen San Village, Chunhu Sub-district, Fenghua District, Ningbo City  

   Construction Content          : The actual total investment is RMB 1.5 million. The entire plant covers an area of 7,001 m², with a total construction area of 7,527.65 m². One 2-story production workshop has been built within the plant site. The 1st floor mainly houses the previously approved machining operations as well as the newly added construction content of this technical renovation project. The newly added technical renovation content includes melting, roasting, and casting processes, which are primarily located in the southeastern area of the workshop. The 2nd floor mainly accommodates wax pattern making, shell building, and other processes. The scope and content of this acceptance cover the Annual Output of 2,800 Tons of Mechanical Parts Renovation Project (Phase I), primarily comprising the completed and operational silica sol casting production line along with its corresponding production facilities, environmental protection facilities, and public auxiliary engineering. Due to market conditions, the company's orders for mechanical parts (silica sol casting) have not reached the designed output specified in the EIA. One manual shell-building line is sufficient to meet current market demand; therefore, one automatic shell-building line and its corresponding capacity, raw materials, and auxiliary materials are excluded from this acceptance. Additionally, the mechanical parts (lost foam casting) segment has not yet been implemented, and its corresponding capacity, raw materials, and auxiliary materials are also excluded from this acceptance.      

           Key Environmental Protection Measures    :  

1) Wastewater Treatment Measures:

   Domestic sewage from this project is pre-treated in a septic tank to meet Class III standards of the "Integrated Wastewater Discharge Standard" (GB 8978-1996). Ammonia nitrogen, total phosphorus, and total nitrogen comply with the "Water Quality Standard for Sewage Discharged into Urban Sewers" (GB/T 31962-2015). The wastewater is ultimately discharged after being treated to compliance at the Chunhu Town Wastewater Treatment Plant.  

2) Exhaust Gas Treatment Measures:

   The exhaust gases generated by this project mainly include tree assembly and molding exhaust, shell-building exhaust, dewaxing, melting and casting, and roasting exhaust. Tree assembly and molding exhaust is collected and discharged through one 15 m high exhaust stack (DA001). Shell-building exhaust is collected, treated by a bag filter, and then discharged through one 15 m high exhaust stack (DA002). Dewaxing, melting and casting (silica sol), and roasting exhaust are collected, treated by a two-stage water curtain dust removal system, and then discharged through one 15 m high exhaust stack (DA003).  

3) Noise Control Measures:

   The main noise sources of this project are equipment operation noises, with source intensities ranging from 75 to 95 dB(A). Based on the on-site survey, the primary noise reduction measures adopted include: selecting low-noise equipment, installing rubber pads under certain high-noise equipment, and strengthening routine maintenance to ensure proper equipment performance. There are no noise-sensitive environmental protection targets within 50 m outside the plant boundary.  

   4)    Solid Waste Management Measures:  

   The solid wastes generated by this project mainly include furnace slag, waste refractory materials, dust and fume, spent activated carbon, spent catalyst, and cleaning wastewater. Furnace slag, waste refractory materials, and dust/fume are sold externally to brick-making plants. Hazardous waste agreements have been signed for spent activated carbon, spent catalyst, and cleaning wastewater. Cleaning wastewater is entrusted to Ningbo Beilun Environmental Solid Waste Disposal Co., Ltd. for disposal. Spent activated carbon and spent catalyst will be entrusted to Ningbo Beilun Environmental Solid Waste Disposal Co., Ltd. for disposal upon generation in Phase II. Domestic waste is regularly collected and removed by the sanitation department. The company has established one hazardous waste temporary storage room, which has basically implemented anti-corrosion, anti-seepage, and rain-proof measures as required. Collection trenches and sumps have been installed around the interior perimeter of the hazardous waste storage room, and clear warning signs and instructions are posted.
